css question

Sometimes it takes a while for my site to come up and then when it does, the css doesn’t work so I have to refresh. Then everything is fine.

Maybe the server is slow. I don’t know. Is there a way to insure that the site will use the style sheet 100% of the time?

Maybe a script that will automatically refresh the site?

Any suggestions will be appreciated.
