cURL error Advanced Ads

    I have loaded the Advanced Ads plugin and I get this error
    An error occured: cURL error 28: Operation timed out after 3003 milliseconds with 0 bytes received. Plugin help says to whitelist my IP, howver clean talk security says its ok. Where should I white list my ip? or what is the solution to this error?

    Is this while installing the plugin using the WP plugin management or is it about a add-on?
