Cursor rollover reveals "fake" hyperlink

I’m very new to html and perhaps this is a basic question:
On this page: https://nysidlibrary.org/use-technology/

The links at the top (Powerpoint, etc) are all anchored hyperlinks. When the cursor is over them they change color (to red) like any link should. However, when the page drops down to each respective topic the word (e.g. “Powerpoint”) changes color (to red) andd yet is NOT a hyperlink (and I don’t want it to be.
