Custom Box of links on right side

Hi,
I am creating a WP site for a friend (https://tinyurl.com/5o9oxn) and he wants to have a section on the right where he chooses news stories, names them himself, and links them himself … but he wants it easy and through the WP CMS.

So … I was thinking one option would be to play with the “LINKS” section and just use that functionality since it already exists through the admin, OR I was wondering if there is a plugin that could add the ability for me.

To recap –
He wants a box where he can enter links, that only displays 5 of them, and has an archive page for the rest of the links.
