Custom color for background (free version)

I am having an issue where I am using a custom color code and when I click set it is turning it into a different color. ie: I am trying to use RGB 10 27 62 which is a dark blue. But the color is coming out much darker, almost black. Here is a quick video showing you what I am trying to accomplish.
