    There are many reasons for creating a child theme.. they make it so your WP site is ammune to updates, they help speed up development. It is always a good idea to make all your updates on the child theme.

    if you are going to use child theme then you can use child style.css instead.

    the custom css purpose would be using parent theme(without template editing) and edit or change a few css there and there.

    I’d rather not use a child theme if the Custom CSS page will serve the same function.
