Custom CSS file

Having an issue with the CSS file. We’ve reached out on this previously and received some responses but am still looking for a soluton. So far we’ve uploaded the printfriendly example .css to try to determine whether it was our error, but none of the changes are being applied on our site. Could you please provide some guidance as to what we might be doing incorrectly at this point and/or how to fix?
