Custom CSS only applying when logged in as admin

Hi,
I am adding custom CSS to the theme in the theme options area.

The changes I am making are showing up perfectly, but only when I am logged into wordpress.

I’ve noticed only the changes that start with “#” are being applied when I am not logged in.

All of the changes that start with “.” are not being applied.
