Custom filters/hooks

Are any filters/hooks available to do something with the CSV data? For example, I’m trying to solve problem already mentioned here – get a CSV cell data and insert it as a Posts2Posts connection, so I’d need a hook for writing a function that would allow to grab the data from CSV file.
