Custom import plugin–how to find a developer?

We have a spreadsheet we’re managing that will have names and content for pages we’ve not yet uploaded. However, there may be duplicates with the current pages, and we want to remove the duplicates before they upload. It’s more extensive than that, but we’re interested in finding a developer to help us turn this into a custom plugin. Does anyone have recommendations?
