    Yes it is possible using Custom Menus on wordpress. see “Menus” under “Appearance” on leftbar of admin and go through below link

    If your theme supports it (and it should) then yes it will. But it really is dependent on your theme so read those links and give it a try.

    Quick edit: If you mean uploading your own menu using supported by WordPress methods then yes it will/should work. If you actually mean upload your own PHP and HTML code then no.
