Custom menu links ar not shown when users are not logged in

    We are using Groups 2.8.0 and WP 5.2.4

    We have a footer menu with public pages and custom links to external websites. When the users are NOT logged in, the custom link menu items are missing. When they are logged in, the menu items show up.

    Is it a bug or a feature or a configuration issue? What can we do here?
