Custom message by country based IP?

Hello,

We just want to set Multiple messages for users by country based, but it seems that the messages will show up only after the user select the country name.

Is it possible to set messages by detecting user country based IP? I mean, the messages will show up when a user access a page first time, by this way, we can set promotion messages.
