Custom Shipping Method not working with Multisite

It’s a simple question but can you confirm the plugin you built to add a new shipping method is network enabled?

Yes it is network enabled.

I have also disabled all other plugins still facing the same issue.
I did also try to activate on individual site it didn’t work either

Quick question: were you able to find the mistake? If so, would you mind sharing what you found out?
