Custom SMS gateway URL OTP problem

my custom sms gateway does not support country code to send sms

this url cannot send message to customer because my sms gateway already adding 91 code to the mobile no but if i remove country code from mobile number and then send sms directly using browser url then sms sent

Problem is that miniorange also adding country code to the mobile no. then two times 9191 adding to 10 digit mobile no and it became invalid mobile no. 91911234567890
