Custom text/html before login form

Hello! Is there a way to add any custom text or html before the form loads on the login page? I’ve faked it for now here https://ausdancevic.org.au/login/ using css and a pseudo element so you can see where I’d like the text to appear, but ideally I’d like it to be real text with links etc… possible?
