Custom translations does not work

  • Custom translations does not work.

    I performed the steps described on the page: Custom translations – Loco (localise.biz)

    Since it doesn’t work I have:
    1- disabled all plugins except the plugin to translate.

    2- set the default wordpress theme.

    3- reloaded the cache “Ctrl+F5”.

    The problem remains. I wanted to understand why
