Customer can pay on Conekta but cant place order

I have a problem because I only sell to specific regions. In the checkout page if the customer wants their product to be send to a region I cant ship it appears a message that their nos shipping method to the zone they are giving. Even if it appears that message, customers can still pay through Conekta but they cant complete the order because theres no shipping option and does not comply requirements.

Also, I disabled the option to pay through Oxxo and SPEI in the plugin configuration but on the checkout page it display the 3 option even though I only enable 1
