customer field bug?

when a author try to add values into existing key, an warning message shows up “You don’t have permission to do that.”
it should be OK to use an existing keys right? authors then can use the “setup” keys and dont have to create new one.
how to i change the permission so userlevel above 1 can use custom fields?
