customise user permissions

Hi, does anyone know of an easy way (plug in or otherwise) where I can customise default user permissions or create a new user access level where a user can review and edit other user posts but not be able to publish themselves. ie: Essentially a contributor role but with access to edit other users posts. Sharing the same user account to do this would not be an option.

Any help would be greatly appreciated. Thank you in advance!
