Customization Has Caused My LInks Bar To Disappear

I am using the Connections Reloaded WordPress theme with version 2.9. When I turned on the theme, my links bar at the top of the page has disappeared, and there is no place for users to access the login so they can post to the blog.. I tried reverting to the WordPress default theme, but the links bar is still missing. I’m sure something has gotten turned off in my administration area to make the bar disappear, but I can’t find where to turn it back on again. Can anyone help?
