Customize Bar Autoloads to Menu Options

I had a new issue crop up with the Customize bar. IT auto loads me to the menu options sub section, and there is no arrow that allows you to go back to a higher level and look at global settings, content, etc. The only way I can get there is to delete every single menu. Then the arrow appears to allow me to go up a level and see the other sub sections. Once I hit save and refresh, though, I get auto dumped back into the menu section and those old menus are still there. It’s like Groundhog’s Day.

Has anyone dealt with this? I’m going crazy trying to solve it. Any help would be much appreciated!
