Customize Header

I’m having trouble changing the default header to my custom header in the Appearance Customize area. I have reinstalled WordPress several times. I have removed all plugins as a troubleshoot step. Also, I’ve activated several templates and I get the same problem with every template. I have cleared the cache in my computer several times. Can somebody help me?
