• I understand that the current version of User Role Editor plugin does not support this, but I’m looking for a feature to customize a super-admin: to allow to edit a user that is classified as super-admin, and has access to the network admin panel, and remove some super-admin capabilities while leaving network admin access and some super admin capabilities.

    More specifically, I need to have a user that can create and manage sites (possibly delete sites) but isn’t allowed to install plugins or themes (or edit roles).

    Superadmin is not a role and it does not depend from the list of granted capabilities. It is a some kind of a user state, which WordPress recognizes for the multisite configuration. If user is assigned a superadmin feature, this user can do ALL.

    If you need create a user with access to network admin but the limited functionality, grant to this user role needed capabilities from the ‘Multisite’ group. ‘manage_network’ is critical for access to the ‘Network Admin’.
