Customizing Content Delivery

Hi Guys,

I am new to wordpress, and I’m trying to get my head wrapped around it coming over from Joomla and Drupal. I need the basics for creating the custom content for display. For example, how would I create a “widget” on the front page that would show only post written under a certain category but also by a certain (or multiple specified) users/editors.

I’ve searched the widgets but nothing is coming up as close. Is this a functionality built into word press or is is a custom widget thing?
