I see a few things going on here. ??
Firstly, Twenty Fourteen is a 10-year old theme created before there was a core logo feature built into WordPress. In later themes, you have the ability to add a logo in one spot, and display your site title (like a company name) next to or under it (depending on the theme) as text, so both remain sharp.
What you’re using in Twenty Fourteen is the Header image functionality, which allows for a single wide image to be uploaded. (If you check the option to “Display header text” at Customize > Header Image, you could also include your Site Title or Tagline as text, but it’ll be under your graphic.)
Another thing I noticed is that the text around the bottom part of your circle is super small in comparison with the rest of the graphic, which can make it challenging to read at small sizes, no matter what.
Given the constraints of this theme and of the logo itself, there are a couple of things that might help make the a bit logo sharper.
Try converting your graphic from the original vector format to a PNG and uploading that instead. (JPEGs are meant for photographic images, not logos.) I’d also suggest making sure the file is twice the final width, so it’ll be sharper on high density screens such as retina devices.
