Cyrillic Character encoding problem when Adding/Edit image

    Hi,
    There is a problem of displaying Cyrillic characters in Title, it appears in popup windows when Add/Edit Image or Video. that are in Iframe.

    In this files:

    /meta/image-edit-bulk.php
/meta/video-add.php
/meta/video-edit-bulk.php
/meta/video-edit.php
/meta/image-edit.php

    I had to add in <head> a meta string:
    <meta content="text/html; charset=UTF-8" http-equiv="Content-Type">

    and it Fixed the problem.

    Could you please add this fix in next Update.
