Cyrillic problems

  • Hello everyone!

    I make a theme that it must be in bulgarian. The posts, menus and other such things (defaut) are showin as they shoud be. Like a link in the menu:
    Контакти, (contacts). But i wana put some static data in the site.

    If i write something in the *.php file like <h3>Новини</h3> (news), it shows ?????? (black square , white sign) I had try everything i found in the net, but this never get fix.
