Dasboard whitout link "add new theme" "add new plug in"

Hi, I nearly runned a mutisite instalation (the first..): from dashboard/themes and dashboard/plugin I cant find the link normally showed in mouse hover “add new”; as in the two sections “themes” and “plugins” I can’t find the button “add new”.
