Dashboard Issue Please Help

You need to increase your PHP memory allotment.

How am I supposed to do that?

btw i dont understand why I would have to change my PHP allotment I havent had an issue before when upgrading. This however is really od and i think if it was the case Im sure WP would have stated that in a message before upgrading.

Are you able to edit php.ini?

I wanted to add that the issue has been resolved.

Before I tried to mess with the php memory I attempted to just manually download the upgrade then uploaded them directly with my ftp client. seems that it took the upgrade and I now have access to the dashboard.
