dashboard link bar (at top of page) missing?

  • I hope I’m using the correct term. I’m talking about the grey bar that appears at the top of the page if I’m an admin and I’m logged in:

    (“Chuckle at Chaos” is my friend’s blog that I set up for her.)

    My friend and I are both admins and we’re having problems with that dashboard bar being MIA from time to time even if one of us is logged in. This happens even if we revert back to the Twenty Eleven theme and disable all the plugins. Does anyone have an idea what could be causing that to happen? And, more importantly, what we could do to fix it?
