Dashboard menu does not expand to show options like “My Blog” and “Blog Stats”

I’m trying to add the Post by Email option to my blog (as explained here: https://en.blog.wordpress.com/2009/05/12/post-by-email/), but my dashboard does not expand to show the option “My Blog.” In fact, it doesn’t expand at all. When I click on the right, where the arrow should show up to expand the menu, it just refreshes the page.
