Dashboard Restrictions

I was just asked by a friend to do some work on her site. She had work done by someone else setting up the site. I logged in to her dashboard account(as setup by her former developer). The only options available are the Dashboard tab and the Profile tab. No access to posts, pages, appearance, settings, etc. Was she set up as a restricted user? Or is there a bigger problem at play here? I was gonna add a picture but it doesn’t appear that is an option.
