So to be clear, I was trying to migrate a wordpress site from a backup and restore it onto a new install of wordpress. and it goes to a page that says the database was damages and to add a line to the php-config file did it ran the repair and the above came back.

Sounds like your backup isn’t complete. Try a different backup.

I usually run off the old database for a time when migrating if the database host allows that. Is the old database still available?
