Date picker language

Hello,
I’ve found several threats about changing the date picker’s format and language but none seemed to have found a solution to that!!
Is there a way to change the format of the date and the date picker language (which is english) ? The default date is mm/dd/yyyy on the website’s form and yyyy/mm/dd in the email sent with the form.
