Deactivate plugin and keep SSL

    Hi,
    Can I change this setting and the plugin is then deactivated.
    this can be found in the setting
    Deactivate plugin and keep SSL

    do I have to leave the plugin on deactivated or can I remove it from my plugin list.
    this is not entirely clear. why i have to remove the plugin whit the ftp
