Deactivate rules by amount of cart

Hello team,

is there an option to deactivate minimum of quanitity for a certain product when the customer already have added another product to the cart?

Like:

“You can only buy this product within amount of 2 or add another product to the cart to buy this product with a qunitty of 1”.
