I fixed it by just rename the folder from woocommerce to something like woocommerce-disabled

Hi. There is a new feature, that you can’t de-activate a plugin if some other activated plugin declares dependece. In the plugins page of your site, look into the WooCommerce, a new information that says something like: Required by: [plugin1], [plugin2]… you should de-activate this plugins before, then the deactivate link will be available again

    Hello amirrezamohammadi,

Thank you for contacting WooCommerce support.

wp-centrics is right, first, you need to deactivate the dependent plugins.
Please let me know if you have any questions or require further assistance.

    Have a great day!
