Deactivating plugin does not accept new user registration

Thank you for your reply & providing assistance. Honestly, what is mostly surprising is that after deactivating the plugin my pages which are meant to be accessed when a user is logged out (visitor) I am unable to access those pages too anymore. The only page I am currently able to access is the login page.

We are checking our new-user-approve plugin there is no issue and no conflict occur, this conflict may come from another plugin.
