Dealing with IP spoofing trolls

I’ve got a troll problem. I’ve banned their originating IPs, but now they’re spoofing their IPs and posting complaint after complaint about being banned. Is there an effective way to deal with this???

I’d appreciate some advice as having to moderate everyone because of a few seems unfair to the majority.
