Debug warning message, but debug is off?

    I am seeing the debug warning message, which indicates that the site may be not performing at 100%, but all of the debugs in the Debug config section are disabled.

    How can I determine what is making the debug appear to be on?

    Can you please share the website URL and the screenshot of the Performance>General settings and the debug warning message?
    Also, please check if the statistics are enabled in the General settings
