Decimal become 0.2 instead of 2

Why it keeps happening? I have several posts that TOC plugin work perfect. However, somehow in several posts it gives for example 0.1 instead of 1 at the start line

I’v changed but now it gives the number 1 1 2 1 2 after finish counting to 10.
It look like that:
