Default logo for a block theme

Good day.

I’m studying block themes creation and want to achieve the following goals:

1.The logo should be shown in a site logo block.
2.The logo should be shown just after theme activation without any user’s manipulations.
3.The users should be able to change the logo using standard WP features, uploading his own image.

So, I cannot just add logo using CSS, for example. What is the correct way to add default logo to my theme?
