Default User Group

How do you set the default group that new users are assigned?
New users are automatically added to all available groups when they join. This is a problem since it bypasses the whole point of having groups with restricted access. I don’t want to have to disable a group to each new user.
It’s not under “Manage User User Groups” – whatever that means.
