Delegate Plugin Install Permission?

I have admin access on a WordPress site. I can see the plugins that are installed, but I cannot install a new plugin. Thus, I am assuming this is a Multisite install. If my assumption is correct, can the Super Admin of the Multisite network delegate me the access to be able to install plugins? Or is permission to install plugins retained for the Super Admin only? Thanks
