Deleted file won’t go away. Tried Timestamp

I had the caching problem @sterndata mentioned in a prior thread.
I used this-weeks-menu.pdf?ver=currenttimestamp in order to avoid a caching problem
as in:
https://d49.86b.myftpupload.com/wp-content/uploads/this-weeks-menu.pdf?ver=currenttimestamp
but it seems to stay stuck on the same pdf.

I even deleted the pdf from Filezilla remotely and it continues to appear with the above address, even after clearing browsing data, and even in incognito mode. So the file is no longer there as per Filezilla, but it keeps showing up!
