Delivery Costs

At the moment customers can change their own delivery costs.
I would like to change that it when customers from foreign countries can’t change their own delivery costs.

e.g. we got 2 different delivery costs 1 for The Netherlands and one for other countries.

We had a customer from Germany who ordered products without having to pay for delivery costs automatically.

Anyone having the same problems or tips without having to add new plug-ins?
