Delivery Options

Hi could anyone help or advise on delivery setup i need to setup delivery options like this but i can not seem to work it out or if its even possible with the standard Woocoomerce installation

so basically i need a minimum order of 3 to 20 bottles at delivery cost of ￡10 then 21 bottles to 40 bottles ￡20 then 41 bottles upwards ￡30 is this achievable in the standard woocommerce delivery options and classes i can not get my head round this
