Delivery options only show after the address is filled in

From UX/UI point of view, It would be great, if the delivery options were still listed (for example, without price) even before filling in a address.
It could work like this:
If user tries to choose a delivery options, the notice appears saying that user needs to fill in the address first.

It seems that users just can not find the post delivery option and just leave a website.
