"Deny on specified pages" doesn't seem to work

I want to show my message bar on all pages except the page to which the message bar links.

Under Filters, I chose “Deny on specified pages” from Display Filter, then added my URL to the display filter. I clicked Save, refreshed my page, and the bar was still there.

I even included the URL four different ways, just in case:
